There's also stuff like Ranch Simulator, Gas Station Sim, Farming Simulator, etc. There are a bunch of other Town/City Builders or Colony Sims on Steam (like Foundation, Universim, Niche, Northgard), give a poke at that category and just see what art styles speak to you. Aside from giving us some of the greatest games of all-time, the Land of the Rising Sun has also put out some pretty outlandish titles, a good chunk of them falling under the category of erotica. Click the icon or press ESC to enter the Pause Menu. pauses the game, and also allows you to save and load games, adjust the check out the soundtrack and visit the extras menu filled with cheats. If you don't like 2D however, there's Going Medieval (note it's early access), which is basically a 3D knock off of Rimworld, or Stonehearth (note: no more updates for it) which is similar but more of a town builder. Ah Japan, home of everything weird, strange and perverse in the world of video games. Menu lets you create the Playboy Mansion of your dreams. (Do not look into Final Fantasy 14 for housing, their system is a nightmare.) To keep this short, the only one I can recommend for housing is Elder Scrolls Online. Some MMOs have housing systems, if you prefer interior decorating to building.
If you want to creatively make something, but maybe not specifically houses, look at stuff like Planet Zoo, Planet Coaster, Prison Architect, Proxi. I prefer Conan Exiles (it has a lot of build /deco mods), but there's also Valheim, Ark, Fallout 76, Rust, Astroneer, Stationeers. Most Survival games can scratch that build itch. It might be the most similar thing you'll find currently that's not digging up an old version of Sims (or any of its rare ancient competitors like The Singles).

I can't say I've played some of these but here's some titles that at least aren't old games
